It’s from Vigeland Sculpture Park in Oslo, Norway, sculpted by Gustav Vigeland in the mid 20th century. The park has lots of other wacky statues. And, according to Cracked (whose citation is a broken link), those are mystical creatures that just happen to look a lot like human babies.
